Spain's state prosecutor's office announced that a total of 11 locations had been searched, seven people had been arrested during the investigation, and the investigation is expected to conclude with a further five people identified as targets.
Rubiales resigned in September after sparking an international scandal for kissing a player on the Spanish women's team without her consent during the Women's World Cup medal ceremony in August.
