Under the current process, regions interested in hosting the Games enter into an ongoing dialogue with the IOC's Future Hosting Committee (FHC) as 'stakeholders' in any future Games. If a mutual opportunity is found between the IOC and a bidder for a particular edition, the FHC will recommend its “preferred candidate” to the IOC’s Executive Board for a targeted dialogue.
One or more preferred candidates may compete for the same Games spot, at which stage the FHC will examine the bids more closely before recommending them for final selection by IOC members.
The new intense dialogue phase does not immediately put the bid on the path to election, but it does open the door to far more closed-door meetings and discussions around the project that are normally unavailable to other stakeholders. This is not the first time the IOC has introduced a new and confusing step into its fledgling bidding process, with little transparency and more power for the executive.
